NVTC is comprised of 21 Commissioners and five alternates. Fourteen are locally elected officials from its six member jurisdictions. Six of the 21 commissioners are appointed from the General Assembly (two Senators and four Delegates). Additionally, one Commissioner is appointed by the Virginia Secretary of Transportation. NVTC officers are appointed in January and serve for one year.
