Kate Mattice, Executive Director

Driven by a passion for public service, Kate Mattice has spent more than 30 years shaping policies that have improved quality of life in our region and across the country. From data analyst to policy director, deputy associate administrator to executive director, Kate’s career has spanned the private sector, Capitol Hill, the Federal Transit Administration and now with the Northern Virginia Transportation Commission. Her dedication to using storytelling to support policy changes while building strong organizations has yielded transformational outcomes. Kate has built teams that have launched innovative programs, provided instrumental guidance to policymakers and fought for long-term sustainable funding. 

Outside of work, Kate is heavily involved with Scouting America. Following the graduation of her two Eagle Scout sons, she now works directly with youth and adults on Scouting’s signature leadership programs, leading outdoor adventures and providing unit support. She is an avid hiker and often vacations on the trail with her husband.

Ann McGrane, Director of Programs and Policy

Ann McGrane is a transportation policy professional whose over 15-year career includes working on transportation issues at both the local and regional level of government. She has advised on strategic planning, shared mobility services, legislative efforts, and transit funding.

In her role as the director of programs and policy at NVTC, she manages a team focused on advancing transit in Northern Virginia by supporting the Virginia members of the Metro Board, administering an innovative grant program that uses toll revenues to fund multimodal transportation projects, advocating for bus priority through regional planning efforts, and using data and storytelling to convey the importance of transit to the region and Commonwealth.

Ms. McGrane holds a Master’s degree in City and Regional Planning from the University of North Carolina at Chapel Hill and a Bachelor’s degree from Middlebury College. She joined NVTC in 2022 after eight years in various transportation planning and policy roles, including five years as a policy advisor in the New York City Department of Transportation Commissioner’s Office.
