Kate Mattice, Executive Director

Kate Mattice is the Executive Director of the Northern Virginia Transportation Commission (NVTC), a position she has held since 2017. In this capacity, Ms. Mattice leads a team of program, data, and financial managers responsible for more than $350 million/year in state, federal, and toll revenue funding for transit services that support Northern Virginia. NVTC is the regional venue for public transit deliberations in Northern Virginia and the public voice of transit in Northern Virginia. The Commission represents the localities of Arlington County, Alexandria, Falls Church, Fairfax City, Fairfax County and Loudoun County with a 21-member board of elected and appointed officials. NVTC is the co-owner of the Virginia Railway Express, administers the express lane-funded Commuter Choice program, and holds responsibility for Virginia’s oversight and governance of the Washington Metropolitan Area Transit Authority. It also leads initiatives and crosscutting analyses aimed at improving the public transportation experience in Northern Virginia.

She joined NVTC in 2014 as director of transit programs and policy following 13 years with the Office of Budget and Policy at the Federal Transit Administration.

Allan Fye is the Director of Programs and Policy at the Northern Virginia Transportation Commission (NVTC), a position he has held since 2018. Mr. Fye leads a team of transit policy, planning and data analysis professionals that support NVTC’s four primary program areas:

  • Metro—coordinating Northern Virginia public policy regarding the Washington Metropolitan Area Transportation Authority (WMATA)
  • Commuter Choice—awarding highway toll revenues to projects that reduce traffic congestion in Northern Virginia
  • Transit Technology—developing and implementing strategic plans for zero-emission buses, regional transit fare collection and related work
  • Transit Resource Center—managing the Envision Route 7 Bus Rapid Transit (BRT) system planning, maintaining the NoVaTransit Data Dashboard and leading research into travel and transit trends in Northern Virginia

Prior to joining NVTC, Mr. Fye developed his transit expertise through work at transit agencies, local government and a metropolitan planning organization (MPO).
