The Northern Virginia Transportation Commission (NVTC) seeks a detail-oriented Transit Program Analyst to support ongoing programs and studies as well as established committees of the Commission. The ideal candidate will have: an understanding of transportation and transit issues, both in Northern Virginia and across the industry as a whole; an interest in transit policy and funding; experience collecting and visualizing data (ex. GIS, PowerPoint, Excel); excellent written and oral communication skills; and a strong desire to learn and grow professionally.
The Transit Program Analyst will provide technical, policy, research, and logistical support. Responsibilities will include: conducting data collection and analysis; supporting transit planning efforts and technical assistance to NVTC jurisdictions; assisting ongoing work to find dedicated funding for Northern Virginia transit agencies; and preparing and presenting findings to stakeholders, project teams, management, and the Commission.

Transit Program Analysts are responsible for supporting NVTC’s mission by staffing the WMATA, Transit Technology, Route 7, Transit Data and Analysis, Commuter Choice, and Data Visualization programs and assisting their program managers. Transit Program Analysts may support additional programs and Commission activities as needed. Collectively, Transit Program Analysts will demonstrate effectiveness and experience in:
- Supporting Program Managers and the Board Administrator with day-to-day tasks, including but not limited to preparation of written and presentation materials, planning and preparation for NVTC Commission and Committee meetings, meeting notes and documentation, etc.
- Conducting research related to various transit and transportation topics, including transit funding, relevant to NVTC’s mission.
- Engaging with staff from jurisdictions, transportation organizations, and transit agencies.
- Supporting Bus Rapid Transit and transit corridor planning efforts.
- Coordinating with NVTC’s marketing and communications team.
- Developing technical content for reports and program level webpages
- Assisting Program Managers with report and presentation content production and dissemination.
- Collecting, managing, and visualizing (through Power BI) transit data from Northern Virginia transit providers
- Producing compelling graphics, data visualizations, and presentation materials.
- Reviewing legislation and conducting policy analysis.
- Supporting new projects and programs as needed.

Required:
- A Bachelor’s degree in engineering, transportation planning, urban and regional planning, or a related field
- Two (2) to four (4) years of progressively responsible, relevant experience that demonstrates:
- An understanding of regional transportation issues
- The ability to effectively communicate technical information, both written and verbal, to a variety of audiences
- Experience with GIS, data (Excel, Access), and/or communications tools (Word, PowerPoint)
- The capacity to support multiple programs and projects and adapt to shifting priorities
Desirable:
- A Master’s degree in engineering, transportation planning, urban and regional planning, or a related field
- One (1) year of relevant experience or demonstrated course work related to transportation, public policy, policy analysis, transit and transportation funding, or program analysis
- An understanding of transit agencies and governance in Northern Virginia and the Washington D.C. region

Position Salary Range: $69,628 to $84,118

NVTC offers a telework policy (pending eligibility) and currently requires a minimum of two in-office days per week.
