- Commonwealth Transportation Board Appointed by the governor, the CTB establishes the administrative policies for Virginia’s transportation system.
- Virginia Department of Rail and Public Transportation DRPT is a state agency that reports to the Secretary of Transportation. It’s focus is the movement of people and goods throughout the Commonwealth, and our primary areas of activity are rail, public transportation, and commuter services.
- Office of Intermodal Planning and Investment OIPI is located within the Office of the Secretary of Transportation and was created in 2002 to encourage the coordination of multimodal and intermodal planning across the various transportation modes within the Commonwealth.
- Virginia Public-Private Partnerships The Virginia P3 office works in conjunction with the Secretary of Transportation, Virginia Department of Transportation, Department of Rail and Public Transportation, Department of Aviation, Department of Motor Vehicles, Commercial Space Flight Authority, and the Virginia Port Authority and focuses on the development of public-private projects across all modes of transportation.

- U.S Department of Transportation The US DOT provide competitive funding for new rail and transit investments through its TIGER program.
- Federal Transit Administration FTA provide funding for transit capital and maintenance to transit providers across the United States based upon a formula allocation. Additional competitive funding is available from FTA for new transit lines and systems.
- Federal Railroad Administration FRA provides regulatory authority over commuter rail (and freight rail) systems.
