David Reid

David Reid was appointed to serve on NVTC by the Virginia Speaker of the House in April 2024.

Delegate Reid represents the 28th District in the Virginia House of Delegates. The 28th District is located in the eastern portion of Loudoun County and includes Ashburn, Broadlands, and parts of Brambleton, Sterling, and Algonkian.

First elected in 2017 by a stunning 59% margin of victory, Delegate Reid serves on the powerful House Appropriations Committee, is the vice-chair of the Transportation Committee, and serves on the Privileges & Elections Committee.

During his eight years representing eastern Loudoun County, Delegate Reid successfully passed over 50 pieces of bipartisan legislation that have been signed into law including 1) the only state reparations legislation passed in the nation, 2) the only legislation to protect prime agricultural land from future pipelines, and 3) the first-ever strategic plan to support veterans, military service members and their families.

Drawing heavily upon his military service, he has served for six years as co-chair of the

General Assembly’s Military and Veterans Caucus (GAMVC). He also serves on key transportation and environmental commissions important to his constituents including the Northern Virginia Transportation Commission, the Transportation Planning Board, Chair of the Small Business Commission, and vice chair of the Chesapeake Bay Advisory Commission.

Growing up poor in the mountains of Virginia, David and three of his siblings were placed at the United Methodist Children’s Home orphanage in Richmond when he was only 10 years old. He later moved to Oklahoma with foster parents and there became the first person in his family’s 250-year history of living in Virginia to earn a college degree.

Delegate Reid also served 23 years in the U.S. Navy Reserves as an Intelligence Officer and retired as a full Commander, which is the equivalent of a Lieutenant Colonel. He was awarded the prestigious Navy and Marine Corps Commendation Medal on three occasions for his leadership and the technical intelligence collected from his two deployments to South Korea while exploiting naval military equipment from the former Soviet Union.

David and his wife Barbara have been married for 31 years and lived in the same house in the Broadlands for 25 years. Their two daughters attended Loudoun County Public Schools, played soccer, did karate and ice skating, and continue to call Loudoun County “home” as they begin their lives as young adults in our community.
