Position Description

The Commuter Choice Program Manager administers two highly visible transit grant programs designed to move more people more efficiently through the I-66 and I-395/95 corridors. The position manages significant financial resources. The program manager develops and implements program policies and procedures; collaborates with local jurisdictions and other stakeholders; and manages program delivery, monitoring, reporting and compliance.

Essential Functions

• Manages the project selection process, including scheduling, application, eligibility screening and scoring.
• Prepares and presents technical and public-facing materials for NVTC Program Advisory Committee, Commission and Commonwealth Transportation Board briefings.
• Works closely with eligible applicants and funding recipients through regular meetings before and during application windows, as a program of projects is being developed and after projects are awarded funding.
• Reviews and develops program management policies and procedures (e.g. criteria for determining Commuter Choice funding eligibility, application processes and timelines).
• Manages program monitoring, tracking, reporting and compliance activities.
• Manages technical support contract(s) and works closely with NVTC’s Communications and Finance and Administration teams to meet program requirements.
• Coordinates closely with the Department of Rail and Public Transportation regarding program policy, project eligibility and program of projects development.
• Thinks strategically about the program and its growth in coordination with NVTC’s Director of Programs and Policy.
• Coordinates with NVTC’s communications team to lead outreach and engagement efforts that raise awareness of Commuter Choice, promote application opportunities and communicate program outcomes.
• Works closely with a program analyst that supports day-to-day Commuter Choice tasks.

Requirements

Mandatory:

• A Bachelor’s degree
• Five (5) to seven (7) years of progressively responsible program management experience that demonstrates:
  • a keen understanding of regional transportation issues
  • the ability to effectively communicate technical information to a variety of audiences
  • the ability to document requirements and manage contracts
  • excellent facilitation skills
  • the ability to manage complex transportation planning projects and associated budgets

Desirable:

• A Master’s degree in transportation planning, urban and regional planning, public administration, engineering or a related field
• Direct experience in managing regional programs in public transit and/or TDM field
• Experience working closely in a small team environment

Salary and Benefits

The competitive salary depends on experience and qualifications.

Position Salary Range (FY 2027): $107,900 to $130,400

Additional Information

NVTC’s office is in the Courthouse area of Arlington, Virginia. Work hours are generally 8 a.m. to 5 p.m, Monday through Friday. NVTC offers a telework policy (pending eligibility) and currently requires a minimum of two in-office days per week. Additional work hours may include attending evening and weekend meetings or events. Some local and regional travel may be required.
