The Northern Virginia Transportation Commission (NVTC) seeks a resourceful, detail-oriented professional to manage and oversee Federal Transit Administration (FTA) and Virginia Department of Rail and Public Transportation (DRPT) grants, NVTC Commuter Choice reimbursements, and to lead NVTC’s procurement process. The ideal candidate will have experience with FTA awards, possess a working knowledge of FTA compliance requirements and reporting, familiarity with DRPT grants, and an understanding of the Virginia Public Procurement Act.
The Grants and Procurement Manager reports to the Director of Finance and Administration. The position is responsible for managing and overseeing subrecipient Federal Transit Agency (FTA) awards to NVTC member jurisdiction, managing an FTA award to NVTC, reviewing and approving documentation in support of FTA, DRPT, and NVTC Commuter Choice reimbursement requests, and serve as NVTC’s DBE compliance officer.
The Grants and Procurement Manager is also responsible for leading the NVTC procurement process, primarily for consulting services, and maintaining NVTC’s procurement and contracting documents and procedures.
- Manage FTA awards to NVTC member jurisdictions with NVTC as designated recipient and grantee.
- Monitor subrecipient compliance with FTA requirements.
- Manage an FTA award to NVTC.
- Prepare and submit required reporting through FTA’s TrAMS system including MPRs, DBE and Title VI.
- Review and approve documentation submitted by NVTC jurisdictions for FTA and DRPT reimbursements.
- Serve as NVTC’s DBE compliance officer.
- Maintain and report on NVTC’s DBE and Title VI Programs.
- NVTC point of contact for federal grants and requirements.
- Review and approve NVTC Commuter Choice reimbursement requests.
- Monitor compliance of toll revenue funded projects with the Standard Project Agreement and state requirements.
- Prepare, review and / or assist in the application of state, regional and federal assistance.
- Participate in periodic state and federal grantee reviews.
- Lead NVTC’s procurement process, including preparation of RFPs, guide the evaluation process, and prepare contracts.
- Ensure compliance with NVTC procurement policies, the Virginia Procurement act, and FTA requirements for federally funded procurements.
- Maintain boiler plate documents and procedures for state and federally funded procurements.
- Maintain NVTC contract files, monitor for contract expiration, renewals and ensure contract amendments are executed timely.
Required:
- A bachelor’s degree in accounting, business administration, or a related field, and at least three years of relevant experience.
- Knowledge of federal Uniform Guidance, FTA compliance requirements, and FTA reporting requirements, including DBE and Title VI
- Knowledge of state and federal procurement regulations.
- The ability to effectively communicate with NVTC staff and NVTC jurisdiction staff.

An understating of transit agencies and governance in Northern Virginia.

Position Salary Range: $101,764 to $122,942

NVTC offers a telework policy (pending eligibility) and currently requires a minimum of two in-office days per week.
