David Reid

David Reid was appointed to serve on NVTC by the Virginia Speaker of the House in April 2024.

David Reid was first elected to the Virginia House of Delegates in 2017 representing the 32nd District, which includes much of the eastern portion of Loudoun County. In his first election, he defeated a four-term incumbent Republican, earning 59% of the vote. He was subsequently unopposed in 2019, won reelection in 2021 with 58%, and then won reelection again in 2023 with 62% of the vote.

Delegate Reid currently serves on the House Appropriations Committee, is the vice-chair of the Transportation Committee, and serves on the Privileges and Elections Committee. Additionally, Delegate Reid served two-years as the chair of the Manufacturing Development Commission, where he visited 17 manufacturing sites across the Commonwealth, and has also served as the Democratic House Caucus Business Liaison since 2019. Delegate Reid is the co-chair of the General Assembly Military & Veterans Caucus (GAMVC) where he has focused on developing a strategic plan and key metrics to make Virginia the “Best State for Veterans.”

Before his election in 2017, Delegate Reid served 23 years in the US Navy Reserve as a Navy Intelligence Officer, where he retired as a Commander (O-5). During his service in the Navy, he made two deployments to South Korea, one deployment to Iceland, deployed into the field with the Army and Marines, qualified expert on both the M9 pistol and the M-16 rifle, was awarded the prestigious Navy and Marine Corps Commendation Medal on three occasions, and was awarded the Director of Central Intelligence’s Meritorious Unit Citation.

Delegate Reid’s professional and business experience runs simultaneously with his Navy career and spans over 35 years in the Northern Virginia business community. His business career included both work in private commercial firms and as a defense contractor. His career included work in banking, computer and network training, graphic arts, financial program management, adjunct professor, global telecommunications, counterterrorism, business development, and C-suite strategic management. He has worked for small businesses of 30 employees to large multinationals such as AT&T and British Telecom. During his time with AT&T, he led delegations to China, India, Qatar, and Costa Rica where he successfully negotiated the expansion of the AT&T high-speed data network to countries that still had state-run telecommunication monopolies.

Delegate Reid earned a BA in Political Science, with minors in Economics and History, from Northeastern Oklahoma State University (NSU) located in Tahlequah, Oklahoma where he became the first person in his family’s history to receive a college degree. He then participated in the Latin American Studies Master’s program at American University and later received a Master’s Diploma in Strategic Intelligence from the Joint Military Intelligence College (JMIC) located at the Defense Intelligence Agency (DIA).

David and his wife of 30 years, Barbara, have lived in Loudoun County, Virginia since 2000 where their two daughters attended Loudoun County Public Schools and also attended college in Virginia.
